The Invisibility of Migrant Labour: A Critique on Canada’s Temporary Foreign Worker Program

On June 3, 2024, Immigration, Refugees, and Citizenship Canada announced new pilot programs that would allow permanent status on arrival for migrant home care workers. This report reviews the changes to migrant care-giving programs and impact and critiques of the Temporary Foreign Worker Program through a human rights and community based lens.
Bullying and Harassment under Gradual Onset Stress in Workers’ Compensation Act

Changes are coming to how workers can claim for Gradual Onset Psychological Injury under the Workers’ Compensation Act for September 1st, 2024. This presentation by Mina Ali reviews the upcoming changes, eligibility criteria, and reviews different eligibility scenarios to help workers understand their rights to pursue compensation for Bullying and Harassment.

2024-2025 Annual Report

The 2024 - 2025 year was one of significant growth and transformation for the Halifax Workers' Action Centre. With new funding from the Law Foundation of Nova Scotia, the Catherine Donnelly Foundation, our labour partners, and individual supporters, we expanded both our legal servicing and organizing capacity to better meet the needs of workers across Nova Scotia.
Because of the significant changes to the organization this year, the Board made the decision to delay our AGM until November 2025, so that we might have a fulsome 6-month update on our new legal servicing activities for members. As such, this report reflects the period between April 2024 and November 2025. Members can expect the 2026 AGM to occur in November 2026, with regular fiscal-year reporting returning with an AGM in March 2028.

The goal of the Halifax WAC is to improve the lives and working conditions of people in low-wage and precarious employment. The centre provides education and training to enable workers to promote, protect, and enhance their rights at work. Additionally, we offer free, specialized information to workers facing urgent legal challenges, in partnership with pro-bono students at the Schulich School of Law. The centre also assists workers to organize within their workplace and to fight for legislative changes that benefit all working people in our province.
Our work is guided by these principles: maximum involvement of the people affected, developing leadership among workers, shared learning, and action for change. We are currently the only free legal information service in Nova Scotia that specializes in employment law, and one of three organizations in the province that organize for workers’ rights.
